PBS and Priority Fly
We have now concluded a Memorandum of Understanding with the company which specifies how
Priority Fly will work under PBS. Section 12B.3.b.1 of the contract needed to be clarified
to make sure there would be no misunderstandings, and that job is done. The signed
document will be distributed to you next week. I think you will find its provisions very
satisfactory.

It is unfortunate that Crew Resources
released a memo last week which inaccurately touched on this subject. One line in that
memo which began “Crew Resources shall attempt” created a well deserved furor.
That line was not ever and is not acceptable. It was a mistaken communication and it is
history. Please read the latest edition of Newsline for a fuller explanation.

A new version of the PBS Bidder
Interface is now available on the PBS Committee page of the MEC web site. The new version
includes four new bid options. The latest version of the optimizer is Version 2.02.09.

You will fly your PBS bid in Bid 172.
You have until Tuesday to adjust or complete your bid. We will survey and ballot you on
PBS at the end of 172.

If you have questions regarding your
bid, call the PBS Help Desk at 480 693-1968.

Open Enrollment

Although the company has no plans to
make substantive changes to the plans offered next year, AWA Employee Benefits is trying
to implement a major increase in our CIGNA PPO monthly premiums. The R&I Committee is
investigating, and is advising the MEC of our options. We should know more by next week.
Look for more information in the next issue of the R&I Update, which will be
distributed to pilot mailboxes the first week of October.

Nominating Ballots

The pilots elected will have a direct
impact on your future here at America West. They will oversee contract ratification and
they will elect MEC officers a year from now. The nomination and election process is where
every candidate’s record and ideas need to be thoroughly considered. Give each
candidate active consideration. You ballot matters. If you don’t make the effort to
complete your ballot, your favorite candidate will not advance.

Vacancy and Reduction Bid Award

It’s like we landed safely and
everyone had a good time but we broke 16 FARs on the way in. What do we do here? Maybe we
should set up an individualized training period for Flight Operations management where we
all sit down and read Section 24 together and then take a test. Maybe we should just start
all over: you know, repeat the maneuver.

We all acknowledge that our current
Vacancy section has gaps and inconsistencies. In fact, ironically, our Negotiating
Committee has just about completed a new Section 24, which is much clearer all around. In
the future, we won’t have ambiguous language to deal with. The more difficult problem
is what do we do with management people that just blow off the contract because it’s
inconvenient?

We are going to put this whole thing up
for reconsideration. I hope that each of you, who are enjoying the benefits of growth,
will recognize how important it is to support your MEC as we confront this problem.

  Good evening, this is MEC Chairman Roger Cox
with the hotline message for Thursday, September 28th. Tonight’s topics are:


During the past week, the R&I Committee has been busy reviewing materials for Open
Enrollment 2001. The company intends to have open enrollment for our benefit plans October
1-31.


Capt. Jay Middagh is the next AWA pilot to reach retirement. Jay’s last trip will end
in Phoenix with flight #154 from Kansas City, this coming Tuesday, October 3rd,
at 6:03pm. If you’re available to help Capt. Middagh celebrate his retirement after
his flight, please join us in the jetway on Tuesday.

The next local council meeting will be held Tuesday, October 10th at the
Doubletree Hotel in Phoenix. That meeting will be the last chance to add your name to the
list of LEC candidates. If you haven’t been keeping up with the list of candidates,
here’s a rundown:


Each of you has received a blank nomination ballot in the mail. For those of you who may
have missed this point, it is important to understand that of the candidates nominated,
only the top four nominees in each status (Captain and First Officer) will be on the final
election ballot. Therefore, successful candidates will need to have received more than one
nomination; in fact they need as many as possible. I repeat, only four of the current
Captain nominees and four of the current FO nominees will make it on to the final ballot.
From those nominees, another ballot will be mailed to you and you will elect two captains
and two first officers, who will be your new Local Executive Council. For those of you who
may have lost or discarded your nomination ballot, you may call the ALPA office to have
another mailed to you, or you may attend the October 10th nominating meeting, where floor
ballots will be available. There will be a ballot certification committee there to
validate ballots and prevent any duplication.


It’s hard to put into words what I must say here. Let’s say there is good news
and bad news. The good news is that there are lots of new captains, lots of growth, lots
of people getting more money, and nobody losing money. The bad news is that the actual
administration of this bid was atrocious. Section 24 of our contract may as well not
exist. The attitude seems to be, “we know we screwed up; go ahead and grieve
it.” Of course, we have no choice but to file multiple grievances.
